Like when people say, "My homework was really hard." When they really mean that it's difficult?

Maybe it's because "hard" is often a SYNONYM for "difficult".

In other words, they are using the language correctly. They are simply using an alternate word with the same meaning.

There is absolutely no reason NOT to use "hard" in expressions like those you mention. It's not inaccurate. It's not slang, not even "informal". It's just simple and direct. Nothing wrong with that!
