good question there are all sorts of factors involved. Everything from are you lifting to gain mass or just tone? Are you lifting enough weight and often enough.?And genetics play a roll as well. How big was dad when it comes to muscle was he cut up or just average ? I'd increase my workout to three times a week for 2 hours a session. 30 mins of cardo to warm up and hour on the weights and 30 mins to of cardo to finish. And attempt to increase the amount of weight used by 5 pounds every 2 weeks. Try that for three months and watch your diet eat the right foods to promote muscle growth. And see how you look in three months.

# 1. 3 weeks is nothing
#2. 2 Days a week will accomplish little or nothing

You need to train at least 3-4 days per week and integrate the larger muscle exercises such as Squat, deadlifts, and bench press. Yeah, I know you don't want to hear it but gaining muscle is tough. I was only around 140 pounds at 14 years old and was already 6 feet tall. 5 years later I was 230 pounds still with a 34 inch waist and 6 ft. 3 inches tall with a chest measurement over 50 and arms near 19 inches.

IT TAKES TIME. You have to train hard, eat healthy, and get rest. If it was easy everyone would be muscular.

Since you are just beginning my advice would be to do Bench Press, Dips, and overhead presses on Monday and Thursday and do Squats and deadlifts on Tuesday and Friday.

This is just to build a foundation, do this for 60-90 days and then begin adding exercies for the arms, etc. When you are just beginning the exercises mentioned above will give your arms enough stimulation.

man it usually takes about six weeks to see a difference, and work out more than twice a week work out every other day, or different muscles every day. I got alot bigger by lifting to gain mass, which is 4-5 sets of a medium weight which u do 6-9 reps with. good luck
