In illinois if you buy a building that may or may not have an illegal basement apt. How can you go about making the apt legal?

You will have to determine if the zoning even allows it, if it does it is a simple matter of having a city inspector see and confirm that it meets all requirements.

You will have to check local zoning to see if you are even within an area which allows more than single family housing. Once you are past that hurdle, you will have to comply with any and all rules which govern such rental facilities. Most commonly, the reason for a basement apartment being not legal relates to lack of proper egress in the event of fire. Each bedroom must have an opening of certain size easily opened to allow an occupant to escape.

If there are no such exits, plan on substantial costs for having them installed.

watch your insurance go up!! (I think it has something to do with exit's and flooding)
