It should be a form of premonition because she keeps saying she knows more about her boys than they know about themselves though her ability seems to be obscured by her closeness to the people she talks to. The Haitian referred to her as a higher authority once. The question is how high is she in all this and and who else was in on the plan to make Nathan president, and what is the big deal about being president. They are super heroes. That is like a step down. All you know for certain is that she told Claire her stubborness came from her and that she told Bennett that we, including herself, were the people who put Claire in his hands for safekeeping. I was wondering what happened to Deveraux. He obviously had power too. Why didn't Linderman heal him? Why did so much happen at his loft? Why did Peter become his nurse at his mother's behest?
But if I had to guess given Peter's empathic abilities I would say she has or had visions.
I think the better question is what did or does their father have and is he really dead?

There have been regular people in the series that are privy to all the info (Ando, Noah).
I believe their father was the one with the power.

She can read minds. Not thoughts like Parkman, but what is in your mind without you really thinking it. It's sort of obvious when Claire is talking to her father on the phone and she is listening very intently and decides when it's time for Claire to say goodbye
