I'm on a wireless connection. A download test says my download speed is 325 kb/s.

Yet, I can't watch videos. It will play it for a few seconds and then stop, and all that. But I would think with that kind of speed it would be able to play videos. I tried all different kinds of videos too.

Also, real downloads range from 10-20 kbs!!!!!!

And I have done more then one download test...so it's not like it's fluctuating.

how fast is it supposed to be? call up your ISP and settle it with them. i really think it may be your router tho.

What operating system? If it's windows 98, get rid of it. I used to have dl speed trouble on 98 when using cable internet. When I switched to 2000 or XP I got 300+ kb/s downloads. Something in the TCP/IP stack. If you're ON windows xp already, I'd do some scans for malware infecting your pc.
