How do I raise the water level in the bowl?

There really isn't a way to adjust the water in the bowl, with one exception. Check the fill valve. There should be a small tube that goes from the valve to the overflow tube. Make sure it is aimed into the tube. This tube carries water to the bowl while the tank is filling up. If the tube is in place, mark the current water level with a pencil and pour a bucket of water into the bowl. This will show you how much the bowl will normally hold. The built-in trap in the bowl allows any extra water to flow into the drain. Good luck.

Remove the tank lid, generally there is a flotation device attached to a water valve. When the water level rises the flotation device rises also until its at the proper level then shuts off. If you need more water to flush it is common to screw the ball clockwise thus shortening or raising the device. Experiment until you have the desired amount of water needed to flush. Be aware that most toilets use anywhere from 5 to 7 gals. per flush (older toilets). If your using more water than that you've a different problem all together and your wasting water.

There is usually a adjustment on the fill valve in the toilet or you can pull & raise the fill valve up or down to adjust the water level in the tank.

Take the brick out of the toilet tank, or call the person from which you rent and tell them that there is not enough water in
the tank to flush the toilet.

First you will need permission from your landlord.
the problem is in the fill valve. by adjusting the fill valve in the tank ,it will rise to the proper height.Be sure to let your landlord know what you are doing, he or she may hold you responsible if any damages acure. the best advice is to have your landlord fix the problem for you.
