This was happening to me until I first made sure that before defragmenting, I disconnected from the internet and stopped all applications, including antivirus, firewall, etc (which is why you need to disconnect from the internet first). You need to make sure there are no other programs running that will be modifying the disk while you run defragment. At least, this is what seemed to finally help me. Good luck.

For all of you that think upgrading to winxp or winvista will heal ya is nuts! Vista has bugs galore, and everyone should wait a couple years til you upgrade to it. And win xp is a piece of crap like Bill Gates is! Win 98 was the best windows setup microsoft put out. Only it would never let me online. I just couldn't figure it out. I got win 95, win 98SE, win me, win 2000 pro, and win xp.

this happens when a process is running while win98 is attempting to defrag. Best best is boot to safe mode, THEN defrag. Then reboot.
Actually, best bet is to upgrade the pc to one with a supported operating system, like XP or (ack) vista.

no expert here but make sure you have 15% free space to defrag.
