Most email programs allow as many email addresses and therefore users as you need or want. If you use Outlook Express you can open it, click on Tools, then Accounts, and simply add another account for the other email users.

If you are using windows XP you can also create a new user from the Contol Panel and have two different logins, one for each user, if you want even more isolation and even a complete seperate documents folder etc. This allows email to go to totally seperate folders.

Each user needs to sign up with a provider for an address from their own login.

Yahoo, Hotmail, and lots others are free. just click sign up...as many times as you want.
