Reboot the PC and Hit F8 a few times to get into console mode from there select and invoke " Last known good configration". Hopefully this should work. If not, the only option will be to reinstall the OS.

To reinstall the OS go into the BIOS setup of the PC. Make sure that the CD RoM Drive as the first boot device. Save and Exit. Insert your new XP CD RoM into the the CD Drive. You should now be able to re-install the Operating System.

It wont go into safe mode because a necessary file is missing. If you have an OEM computer you can ask for another restore cd even if out of warranty. If you have installed a retail copy of xp. Your best bet is a clean install, but you might want to do a repair install or a parallel install so you don't lose you old documents. To do a repair, Boot to the os disk, choose install (do NOT choose repair on the first screen), f8 to continue, then repair. It'll take about 45 mins

Boot to your Windows CD and allow it to pull the file from the CD. If it won't, you have to reload Windows. :\
