Agree that Clockstoppers was one, but there was a movie in the 80's called "The Girl, the Goldwatch, & Everything"
The goldwatch stopped time for a minute when the turner thing was pulled out (sorry, can't remember the actual part name)

...although there WAS a 'Twilight Zone' episode that basically covered this premise, I'm inclined to identify this from the 1980 made-for-television film, "The Girl, the Gold Watch and Everything", starring Pam Dawber (of T.V.'s "Mork & Mindy), and Robert Hayes (from the comedy film, "Airplane"). In the film, Hayes' character inherits a gold watch from a distant rich uncle, and accidently stumbles upon the watch's mystic abilities.
...the following year, a follow-up of the film, entitled "The Girl, the Gold Watch and Dynamite" was broadcast, after first being entirely recast.
The films, having never been released on VHS tape, have been on my DVD want list for years!!!
