No. You are thinking of checkers. Gambits have declined sections. Hell, Queen's Gambit Declined is so major that it often get called by the sub-variation (The slav or the orthodox, whatever.)

No. That is a rule in checkers, but not in Chess.The only exception is if you are in a situation where the only legal move is to capture.
