The Hall of Fame is designated as a museum and therefore it is owned under state law by the State of New York. This includes all the memorabilia and exhibits. If you steal something from the Hall of Fame, you are stealing it from the State of New York. It's day-to-day operations are run by the Clark Foundation.

No, absolutely not. It is a private corporation and chartered museum (which have their own sets of rules), largely funded by the Clark Family Trust. It works with MLB when their interests coincide (which is frequent).
