Dell laptop will not boot up.?

Caps Lock blinks 9 times.

I don't remember what a caps lock indicator is but the num,cap and scroll are diagnostic indicators. Call 1-800-624-9896 and tell them, if yore out of warranty, and if you get an american tech, AS A COURTESY they'll usually still look up the error code for you.

Can you access BIOS setting?

If can, then change the boot option and try...
