To be appointed as a Judge of the High Court or the Supreme Court of India the minimum educational qualification required is Law graduate, but to be appointed as the Law Minister in the Union Government or any State Government there is no minimum educational requirement, hence forth the Judges of the High Courts & the Supreme Courts not only get appointed by the Ministry of Law in the Union but even the State & work under this ministry. To be appointed as any government official of the rank of IAS/IFS/IPS minimum educational requirement is Graduation, but to be a Minister the chief boss on all these IAS/IFS/IPS there is no minimum educational qualification. The most recent is that if any person has to be appointed as a state transport driver or conductor (DTC) the minimum qualification is graduation & for the State minister of transport there is no educational qualification. May the GOD Almighty rest in peace the Departed Soul of Pandit Jawaharlal Nehru our beloved first Prime Minister who had insisted that there should not be any educational barrier for any person of India to get elected in the state legislature or Union parliament, & when elected as its member become minister in the state or union without any educational qualifications. Long live the Congress Party & its typical principles let the country & country men go to hell.

In India educational qualification is a visa to earn livelihood.Even at this stage it is better not to talk of the quality of diplomas and degrees in many educational institutions.
Ph.D is suppose to be the highest qualification. Where and at what price it is sold is not a very big trade secrete.Also real hard earned Ph.D scientists, how they are suffering in the hands of seniors in reputed Institutions and how many have committed suicide is everyday news in media.
If for political positions degree/diploma is made a pre requisite what would happen ? It will be in the hands of every present day politicians [leave apart MPs & MLAs ,every village panchayat/municipal councilars will be with an M.A, Ph.D] and due to inflation some of the present day academicians can not dream of buying.
What is lacking is morality.Unfortunately it is lacking with both educated and uneducated. How many percentage of the educated and highly positioned retired IAS & IPS officers are having wealth unproportionate to their official income.
Kamaraj,Kakkan,MGR,Rama Rao of South and similar personalities in other parts of the country have served the nation before and after Independence with out any formal education.
India's immediate concern is educational reform rather than fixing political qualifications.

To me it appears that BJP is extending full cooperation as strong individual opposition party and as a leading partner in NDA with responsibility. I feel that where Communists are dominant or predominant there Christianity is established,spreading. Communists are always quote with secular phrases. They can very conveniently ignore/forget Muslim Religion/religious acts and Christian convertions. Why because they have abundant freedom to criticise Hindus and Hinduism. When they ism do not teach about Religions and God, God acts, they shouuld indulge in this area or arena, at the same time how other Religions are supporting these red flag politicians, I do not know, this is all in the game. Funds flow may be one of the strong reasons, and another one is vote bank. They generally talk about coalition. Just to enjoy the power. Now what they are doing in Kerala, W.B. and even at Central Govt. Even if you keep minimum qualification clause, they acquire such qualification from Open Universities, Tamilnadu and Kerala etc., Cong. should not succumb on important economic issues/with National Importance, and instead they should discuss with the strong opposition and seek their support, in the prime aim that National Interest is top priority. All Bank Loans which are waived/settled by compromise or any means, should be published. So that all the politicians irrespective e caste creed/political affiliation should be exposed in the People's Court. Corruption of all types should be eradicated. Our endevour should be revial of India, development of Rural India, elimination of poverty, dethrown these corrupt politician from enjoying the power without accountantbility, with irresponsibility. Days are ahead, if you and I like us can strive for this in our humble way. I am not loving BJP and hating Communists, both are cadre based with strong think tank, abundant responsibilites are lies on their credentials.

I think minimum academic qualifications might not be necessary. Even our President and PMs are Ph.D, so what - have they contributed extra than any other uneducated legislators?? If academic qualifications is made compulsory, the legislators will simply buy qualifications.
I think all legislators and ministers should attend special public service trainings aimed at a) understanding the constitution, b) Duties, roles and responsibilities of legislators, c) functioning of the assembly, d) Right to know and right to tell, e) Behaviour in assembly, f) ethics of legislators, g) Performances criteria, evaluation and review of legislators, including minimum percentage of attendance as legislators, h) Cost impact to the people of India and i) Dress codes. These trainings should be done at the begining of the assembly and refreshed twice every 5 years. This will also help first time legislators.

You need to understand in a true meaning of Democracy.
To be a leader what matters is how much he/she has taken to heart,the needs and aspirations of common men.When he/she is the head of the Govt.,he/she only is only a director of the policy.Execution is in the hand of experienced and qualified people usually who are not changed.More over the Indian constitution,assembly i.e.state govt's parliament,governer,court all are there to control leaders if they do mistakes.
The questioner seem to have a pointer towards,Mayavati who won the U.P.State election second time.Can you imagine her
strong hold on common people when the giant rival parties like congress and BJP were contesting against her.PERHAPES IT IS THE STROGEST SIGNAL HOW TRUE IS THE DEMOCRACY IN INDIA.
In every country there are some obstacles in election.Like in USA,the rich rule the election as happened at the time of defeat of Al Gore.Likewise in India too there are some odd influences are at work but over all the country is progressing..........and that is the criteria,not the least qualifications of who wins the election.

Yes. it is high time to put a qualification tag in eligiblility criteria for legistaltors
It is surprising (rather am anguished) why indian legistaltive system is not bringing out legislation barring criminals from contesting elections.
A person seving life sentence is also winner (Sohabuddin)
What people should and must realise is that our neighbor China is fast advancing as they implemented "meaningful" and "pragmatic" democracy long time back. It will be a question of time only for this country for having to face natural death if we dont correct our ways now.

More than qualification, honesty and integrity are imporatnt. Anyone even with an iota of doubt should not be allowed to participate in politics leave alone the ministry. But that is asking for too much. Will it happen one day?
