This is a politically loaded question. Factually, the answer is yes, American foreign policy helped incite 9/11. When we were in the "cold war" with the USSR (Reagan's evil empire) we armed and supported the mujahdin in Afghanistan against the Russians.Guess who was among these warriors whom we armed and trained? Right. Osama bin Laden.
Next, we have supported Israel no matter what it does in its struggle with the Palestinians. Any attempt to reign them in at the UN is met by a veto from the USA.
At the same time. US military bases are established all over the middle east.
The muslims have a strong religion similar to non-thinking fundamentalist Christians. They do not want "non'believers" in their midst.
Unfortunatley fate has put the world's main oil supplies right under their countries. This is the reason that oil self-sufficiency is such a desirable goal. If we did not need their oil we could let them go back to their primitive life styles and no one would need to be bothered by them.

Yes our foreign policies have as much to do with 9/11 as the fundamentalist (NUTS) who planned the attack. First we should examine the fact that American foreign policy plays both sides to the middle. Meaning we are allied with Israel and Saudi Arabia and other Muslim countries who do not like Israel and when America is forced to take sides it is usually with Israel. Secondly, we trained and armed many of the Al-Qaida leaders who now hate us. They hate us because of the views we impose as if America is always right. They hate us because in America as diverse as we are we value assimilation of cultural Independence and mostly they hate us because we favor Israel. Is our foreign policy totally to blame no but it is part of the problem. This problem began to escalate in the Carter administration and has yet to peak. So again the answer is yes, but it is more complicated than just yes.

Yes, Osama Bin Laden was angry with the American presence in the holyl land and dealings with the Govt. of his Homeland Saudi Arabia

I agree with JT, that is like saying Florida brought on those hurricanes and Louisiana too. Or like saying soldiers deserve to die for nothing more then being on other countries soil. I think it should be blamed on Iraq's who worship Muslim gods who have no reality whatsoever. We should cut off all aid to other countries and keep the aid in America for American's who have worked to pay into this system of Government. Why should our tax dollars go into other lands who wish nothing more then harm on our people. I say close off borders, arm border patrol with grenade launchers and order that any vehicle crossing borders without proper paperwork be blown up on site. We give so much but we get nothing but grief from them.

how could it not? i dont think they went to the global dart board and just hit the twin towers. we really dont know what our foreign policy is, we have no idea what happens over seas. all we know is what the government tells us. they wouldnt lie to us, now would they?
