Cereal can constipate.
Water can toxify if they are giving too much
And 8 ounces of "formula"?? Seems excessive.
A one month old baby NEEDS NOTHING BUT BREASTMILK ...or formula...for the first 6 months to a year of life...
There are several harms this can cause and I strongly advise you to advise them to talk to a pediatrician.

Feeding a baby solid foods, like baby cereal, before his digestive system is fully developed can cause problems with his digestive system. 8 oz seems like a lot of formula to give a one month old. my son is 4 mos and is barely drinking 6 oz at a time. If they feed him too much formula they are overfeeding him which can cause obesity and can have bad long term effects. I'd recommend having them take the baby to a pedi before any harm is done. Good luck!

They are probaly doing it so the baby will sleep at night, huh??Well from what the doctors have told me if you give babies solids before the are ready they are prone to get allergies.Plus, his digestive system isn't ready for cereal.I would say she should be feeing him 2-3 ounces every couple hours or maybe every hour. And the water is no good also. The baby needs to grow and gain weight. From what the doctors have told me giving a baby water too early does nothing for them. All it does is cause more wet diapers.Cause there is honestly alot of water in formula. You need to talk to you friend.I'm assuming this is her first baby.

Is she crazy.. I have a 2 month old baby and I am giving her 5 oz of formula every 2 hours. She is giving to much milk to the baby. She can't not give the baby cereal until she is at least 4-5 months. Water is good.

Mess up his digestive system. Don't give him cereal. Water is okay, and the 8 ounces is okay also. My moms friend fed her baby 4 ounces every 2 hours up until she was 4 months old. Tell them to cut back on the cereal. Their digestive system isn't ready for that yet.

There is nothing wrong with giving water, as long as it is after a meal, so that the child does not fill up on water and not eat a full ammount of formula, I mean think about it, it is summer, would you want to go months and never even get a sip of water? I gave a sip or two of water after every meal to wash out the mouth, and just to give the child a little water. It doesn't matter how many oz of formula or breastmilk the child is getting, as long as the child is growing and satisfied, one of my children were drinking 7 oz by one month old, every child is differnt, also my children began getting a little cereal, off a spoon at about one month, ( not out of a bottle, just because this can bring on gas) and none of them were harmed, all are fine, their digestive systems are just fine. They are 6, 5 and 23 months. There has been a total of 2 ear infections between the three of them, my six year old is skipping ahead a grade next year, they are healthy, never been really sick, just minor colds and are healthy as could be.

Their stomachs are only mature enough to have milk! Tell her to stop it. Constpation is bad and painful side effect for the child.

they are filling him with things he should not be getting when he should be getting formula.
the cereal and water doesn't have the same nutrients that the formula has that he should be drinking.
who knows what the affects will be, but they should stop right now.

This could mess up his digestive track, or cause him to gain too quickly. water could make him not want to eat if his tummy gets too full. I never fed my kids anything but breast milk or formula until one year.

Babies aren't ready for solid foods until at least 4 months. 8 oz. is WAY too much for a single feeding, his parents may be unknowingly setting their baby up for childhood obesity.
What a shame he's not breastfed.
