My lease says they have to give 7 days.
I was told State Law says 30 days, and state law supercedes.
I cannot find the Civil Code.

Your state law relative to thirty days notice covers habitable rentals. In other words, your apartment. The parking section of your lease is not involved with living space, and consequently the terminology of the lease remains in effect.
