My turtle(a red-eared slider) seems to be shedding. Is this normal?

It's perfectly normal. Turtles shed just like snakes and lizards do. A healthy Turtle will shed often.

When he sheds the skutes off his shell, they will come off as hard small plates. When his skin sheds, it will sometimes look like spider webs clinging to him in the water.

Alot of people don't think turtles don't shed because it's not as obvious since they live in water. But they do, just like any other reptile.

Well...

Turtles DO shed. They shed shell scutes in very thin fingernail-like pieces, and skin like a sun-burn peel.

However, it should be almost unnoticeable- a little here and a little there. If you are seeing a lot, the turtle may be being overfed, or the water quality may be damaging the skin.
