No, female goldfish do not carry fertilized eggs. Fertilization of the eggs happen after the female release her eggs. Here is how the breeding happens:
The male goldfish will get white pimples on the gill coverings and the female goldfish will become very round looking. The Male goldfish will chase the female goldfish around endlessly (sometimes even tearing and hurting her fins). The female goldfish will become very tried and will release her eggs, sometimes by the hundreds or thousands, all over. Most of them will stick to the plants. Goldfish are egg-layers (as are most fish), not livebearers (such as guppies, platies and swordtails). This means that the female goldfish lays eggs and the male fertilizes them outside the body, in the water.
Livebearing fish are referred to as being "gravid" (pregnant), however egg-layers are not typically referred to using this terminology ... so ... you can't truly say a goldfish is pregnant.
That said ... being fat and full of eggs is analogous enough that you could call it being pregnant. Laying the eggs, however, does not guarantee birth of fry (baby fish), as this also requires a mature male goldfish to fertilize them, and once hatched the fry may be eaten by their parents and other fish in the aquarium/pond.
