The A.N.P.R. system is linked to the Police National Computer and the D.V.L.A. at Swansea.

It can let the police know if:

A vehicle has been reported as stolen.
A vehicle has been reported as used in a crime.
The vehicle owner has an outstanding warrant.
A vehicle has a valid tax disc.
A vehicle is insured.
A vehicle has a current M.O.T certificate.
The registration number is fake or duplicate.

Think its used by the Police as cars drive past the system scans the number plate and if there is a problem the patrol is alerted to stop the car. From what I remember of a TV program it does not give the officers a reason just that the car should be pulled over.
