It doesn't appear that the stalks are eaten, just nibbled in two. There are what appears to be teeth marks higher up on the stalk. I have searched online with no answers, someone at a nursery said MAYBE a cutworm did it, but I can't find anywhere that says they eat cannas.

Around here it would be the whitetail deer, a.k.a. "rats with antlers".

i think it is either a cutworm or a deer . this time of year though I would suspect a cutworm . bury moth balls into the ground if you dont have stray cats or dogs around . it kills the cutworms or you can go to the nursery and ask them for something to kill the cutworms. good luck .

Yep, probably moles. I had a big problem with them a while back and that is what it was like. Now how to get rid of them is not so easy. I had a cat that made short work of them.

hmm i think of i might have earlier however the different day i form of dropped a slice of pizza on the floor for 5 seconds and then gave it to my roommate... its ok she knew approximately lol

These roots are pretty big for cut worms, I'd say moles.
