First, you need to determine your skin tone. Here's how to determine your skin tone:
Warm skin tone:
1. Look at inner wrist - veins will appear green.
2. Gold jewelry is more flattering than silver jewelry.
Cool skin tone:
1. Look at inner wrist - veins will appear blue.
2. Silver jewelry is more flattering.
A good place to start is w/ soft browns, taupes and slightly shimmery champagne for eye shadows. Since your lashes are probably, light - consider a brown mascara.

I would say go to your local mall and find the make-up counter in the department store. They will let you try on different shades so that you can see for yourself how they look. Because really no one can tell you what colors you can wear. What if they look crazy?
Go to the MAC counter, well actually they are a bit high end. However if you go and try on some colors, then you can go to Wal-mart and get some covergirl in similiar colors.

Nice deep purples look really great on brown-ish eyes. If you are unsure, you can try ALMAY, they have color pallets ready for each common eye color.
