I just wanted to know. i'm doing a india project so, i wanted to know.

First of all, there is no black circle on the Indian Flag.

The Indian Flag comprises of three bands of colours which are: Saffron on the top, White in the middle and Green at the bottom. There is a Blue wheel, called the ' Ashoka Chakra' in the middle of the flag located on the white band.

The 'Ashoka Chakra' has 24 spokes which symbolize that the country is alert all 24 hours of the day. It is a symbol of the Glorious heritage of King Ashoka who fought many valiant wars but after the bloody war of Kalinga converted to Buddhism and lead a changed life and worked for the cause of peace throughout his life.

I think what you are referring to is the Navy Blue Wheel at the
centreof Indian National Flag. This depicts the Dharma Chakra, the wheel of law.. This center symbol or the 'CHAKRA', is a Buddhist symbol dating back to 200th century BC.
