Not C - Living cells also contain potassium for one.
Not D - UNLESS the questioner means air and water separately, and not that all the elements appear in both substances. Hydrogen and oxygen make up water but none of the other elements do. They all, however, form part of air (carbon in the form of carbon dioxide).
I think it's B. All living things on Earth are carbon-based and I think all require oxygen to survive (though not necessarily from the air). Virtually all require hydrogen (as part of water) and plants need nitrogen.

I would go with B as the answer. Carbon is a solid at room temperature. So A is wrong. Water has only hydrogen and oxygen. Air has mainly oxygen and nitrogen. So, D is out. That leaves B and C. I feel they are not the only elements and there are other elements that go into the making of living cells and so would select B.

I would say:
Answer A. they are gases at room temperature. This goes for H2, O2, and N2. But for carbon it isn't true: at room temperature it would make diamond, or graphite.
Answer B. they are the main elements found in natural substances and living things. The expression "natural substances" raises questions: this could include any number of chemical elements.
Answer C. they are the only elements that make up living cells. False: Living cells contain DNA, in which you'd find amino acids, one of which is cysteine. This one contains sulfur.
Answer D. they are the main elements that make up both air and water. For air this is true, and for water, if by water is meant ocean water, or rain water.
So which is the least wrong answer? B?
