Until 1944, the government, under the Regent, Admiral Horthy, had refused German demands as to the persecution of Hungarian Jews. In some cases, it appears, there were Jews who were drafted into the Hungarian army, while Hungary was fighting on the side of the Axis.
In 1944, after Admiral Horthy had attempted to negotiate a separate peace with the Western Allies, Germany occupied Hungary and demanded that Horthy appoint a Prime Minister that would carry out Pro-Nazi policies.
Horthy had selected Dome Sztojay (a former ambasador to the Reich). Although Horthy believed that as a Hungarian patriot Sztojay would not be a German puppet, Horthy's expectations were in vain.
The govenment of Sztojay instituted racial laws and began deportations of Hungarian Jews to concentration camps.
