I'm not sure how fast the Bart Allen Flash is. I know that Wally West was faster by far

Generally speaking, any and all of the Flash charachters are faster then Quicksilver. There is one small note of trivia.
Wally West, when he FIRST to the mantle of the Flash after Barry died, he was pretty slow, somewhere well under the speed of sound if I remember correctly. He wasn't able to outrun a heat seeking bullet in an issue of New Teen Titans. On the other hand, just after Onslaught, Quicksilver got a power boost by the High Evolutionary, and for a while after that, he was actually getting faster and faster. But his book got canceled, and that plotline was all but forgotten.
Quicksilver at his fastest was about as fast as Flash at his (their) slowest.

Dude please don't let comic book fans hear you ask that question offline!!!Ha ha ha but it's the flash by a billion miles in a crossover battle Flash stated that quick silver is only around the speed of sound but he is beyond that of light Flash has merged with the speedforce meaning he's gone 100 times the speed of light.One of the original Flashes stated that he is faster than the speed of thaught.Heres a cool link check it out and you can reserch Quicksilver yourself as well.http://en.wikipedia.org/wiki/The_Flash
