Actually, you should say:- Est-ce-que vous parlez Francais?
(is it that you speak French_ which is the correct question as the French would use it)
eske voo parlay France-eh? but with a 'rolled ' French 'r' which is the hard bit- if you can do the 'r' correctly you've cracked it! You have to vibrate your epi glottis (happy Gladys) at the back of your throat

Français needs to be capitalized, and it needs the weird thing under the c for a soft c sound. Otherwise it's a hard c, like in "cook."

(I'm a big fan of English phonetics, but the French aren't. Their phonetics are different, too, so your phonetically written sentence would be gibberish to a French speaker.)
