I wouldn't start off with a salt water. I'd try a 10, 15, or 20gallon tropical community.
I personally think a betta makes a great centerpiece fish. despite common belief, bettas work great in community tank as long as there are no other bettas or they are female bettas only. also, female bettas are not dull, they are just as bright as males just with shorter fins. one of my suggestions would be a tank of female bettas because you can get each one in a different color and fin type. great variety and very hearty fish.
however, not everyone likes bettas so it's really up to you. here's a list of good beginner fish:
mollies
platies/moons
tertra
danios
rasboras
small gouramis (don't mix with bettas)
guppies
barbs
swordtails
cory cats

as far as care, always keep an eye out for sick fish. be ready, know the diseases, know how to treat them. have a hospital tank ready at all times. do 20% water changes once a week with a gravel vacuum or turkey baster (I prefer a turkey baster lol).

I'd just suggest you go to your Local Fish Shop (LFS) and take a look around and see what takes your fancy, and then pick up some books read the sites and see how its done, you can always ask questions and generally get a good idea from other ppl. I'd not discount anything marine/saltwater is not that easy and my first attempt was awful having learned to many short cuts from freshwater, a little knowledge is dangerous, as i found.
so going into any form of fish keeping will be new and you can start with an open mind.
My only real advice is buy the biggest aquarium you can afford and the research every part of the equipment you put in, its amazing how many buy the wrong spectrum of bulbs or the wrongly rated heaters. the larger the aquarium the more stable an environment you provide for the fish.

If you are just starting out with fish I would get a freshwater tank... Saltwater tanks are very hard to take care of believe me I have a huge one... And you arent restricted to just goldfish in a freshwater tank they have a very wide variety incuding one that look like they are glowing

I have a freshwater fish it i s better because just is.

definately freshwater.
its too hard to start off with salt water
make sure you get the ph to neautral and you have to get chlorine neutral and water ager
