It's arbitrary! Take the "We'll guess your weight or age...if we get it wrong, you get a prize!" game. This is what you have to realize...the prize you win if they are wrong costs MUCH less than what you pay to play. Therefore, even if every single person in the park wins every game, the park still makes money. Less than if the games were harder, of course.

I'm not sure about amusement park games, but carnival games used to be rigged years ago (I had a friend who was a "carnie").
I think the games these days are more on luck than being rigged. It's more on a matter of knowing the tricks that anything else, like, the best way to throw the rings over the bottles, or the best way to bounce the ping pong ball into the goldfish bowl. There's a right way, and there's a wrong way, and unfortunately for most people, we do it the wrong way. It's always in favor of the one that's making the money.

They are rigged in the same way that Vegas games are rigged. They are designed for you to lose, but they can be beaten if you are good enough. You just have to get a little lucky, that's all.

I wouldn't say rigged but there is a trick to winning them. But in this day in age where we have google you can easily learn what the tricks are to winning different amusement park games.
