Is the blue stuff you're using Nolvasen? That's good stuff for general wound cleaning. If I remember right, you can use panacur for deworming herps, but check with the vet first. If he's got other problems going on, they may not want to do that right off. If he's a rescue/abuse case, many vets will work with you on paying the bill to so they can go ahead and get the animal started on some help. Especially reptiles; reaction times to healing /intervention efforts work differently with them than mammals or birds. Good for you for looking after him - good luck!!

A good reptile vet visit will help you assess the overall health, determine a good treatment plan, and help get rid of parasites... which are not a big problem for captive bred tortoises.

Your basic care sounds pretty good, however.

For minor shell damage or piercings I would wash the shell well with warm water, then treat the injuries with Betadine Solution, and let it dry. If the holes go through, treat them also with antibiotic ointment. Covering open holes with paper first- aid tape, then a piece of stronger tape (like duct tape) over it. (The paper tape minimizes damage from the strong adhesive.)
