I know what you mean. I went into a gas station bathroom once...(I'd rather pee outside if I could choose.) It was REALLY nice. The walls were nice and painted, with FRESH flowers on the sink, nice smelling soap...I was stunned!!

I am guessing to make sure that no one can hide in the restroom and then rob them. Or for the outdoor ones to prevent illegal activities from occuring inside of them.
