Is it possible to get a tourist visa after having overstayed on the visa waiver program to the US?

Not anymore. You have to be out of the country to get a tourist visa, and the state department will not look kindly on the fact that you overstayed your last visa.

You likely screwed yourself. You have two choices, either contact the state department and set up a visit to talk about leaving with a penalty, or just leave and hope for the best. Either way are you here illegally and can only make matters worse by staying.

Advice...go hat in hand to the state department and cut a deal to leave on you own right away and ask for no penalty. That way you can request a tourist visa when you get home.

You will have all sorts of problems trying to enter the US. You are ineligible to travel under the Visa Waiver Program and would likely not receive a Visa in time to travel if you receive on at all. Change your plans and in the future, follows the rules of the visa program of the country you visit. EDIT: The only way to know the answer for sure is to apply for a visa like you are supposed to. Your other option is to hope for the best when you arrive at the immigration checkpoint in the US.The immigration officer can then turn you around and, at your own cost, send you home. You have no choice but to comply. Part of the agreement of traveling under the VWP is that if you are denied at a port of entry you can not appeal. Then again, there are a few pieces to that agreement that you seem to deem not applicable to you so I guess you'll show up and hope for the best. I can't say I'm hoping with you.
