False. Oxygen is a very electonegative element and strongly pulls hydrogen's electron towards it. This causes a very polar O-H bond within the water molecule and more polar bonds are easier to break than more covalent bonds. This can cause a hydrogen cation (just a single proton) to form a bond with a neighboring H2O molecule and produce hydronium and hydroxide ions.
