That is more typical of the South. Rev. Jesse Jackson used to say it that way, although he's had some diction lessons somewhere along the line.

It seems like a southern accent. Could have been Arkansas or in that area.

It could be from just about anywhere, I have heard people from all over the country say it that way. I agree with the people who say it may be southern, but I have heard northern people say it that way as well.

He;s from a southern state . could be Georgia, alabama, So. Carolina , etc. bettyk

That is how many African Americans pronounce it.
If its an accent of any kind, it probably originated in the American South.
