Effectively, what I want to do is set-up a web site offering villas / apartments etc. being sold by property developers. I want to put people who view the web site in touch with the developers so that a sale can take place, and take a small cut (Say £25 per lead and / or 1% of property value for a completed sale). Is there any system in existence that would help me do this, or would I have to approach developers directly?

Just as a quick response to Judy below, there is quite a bit of value I can add. I have years of experience looking after the online marketing accounts of various blue chip companies, very successfully too.

In short, I believe I am well capable of driving massive volumes of traffic to my site via organic and paid search, and therefore provide leads in volumes far in excess of what developers could expect through their own web site.

You need to consider what value you're adding to the process. Most realtors and developers already have their own websites and do their own advertising, so might not be real willing to pay you a fee.
