That depends on what your water company uses to treat the water. If they use chlorine, you can leave it out for 24 hours and it will be fine. If they use chloramine, it won't be safe. Chloramine is a combination molecule of ammonia and chlorine that is longer-lasting. That's why more water suppliers are using it. You need to treat the water with chloramine in it with something made specifically to remove it. A dechlorinator will break the bond and neutralize the chlorine, but it will leave the toxic ammonia in the tank. You can get products that will remove both, but the dosage is different for which you're trying to remove.

A quick call to your water supplier's office will let you know which is in your water.

It is a good idea to wait 24-24 hours to be sure the chemicals are out of the water. Since it is new water(I'm assuming you had no fish) you need to buy gold fish(feeders) first to build up the bacteria in the tank. These fish will die and then you put in the more expensive ones.

There is a way to build up the bacteria with chemicals, but it is more expensive. 10cent feeders are the easiest. Keep them in there for 2 weeks before adding expensive fish, and then add only 1 or 2 at a time.

let your tank run for at least a day or two. you can float the bag in the water or drip acclimate them (slowing dripping the water into a pail with them in it to get the used to the water. most people don't have the patience for the latter and usually float the bag. dechloriate the water first. goldfish also need a big tank as they grow rather large and produce a lot of waste. get a test kit to test for ammonia and nitrites

The idea is to let the water get to room temperature so that you avoid SHOCK.

probably best to let it sit for at least a couple / few hours if you cannot leave it sit overnight. Read the link i got you about goldfish care, hopefully it helps you a little.
