If AGP:
CHEAP - ATI 9600 Pro
FASTER but not so cheap - 7300GT AGP or 7600GS AGP.
FAST but EXPENSIVE - 7900GS AGP, X1950 Pro AGP.
If PCIe:
CHEAP - 7300GS
FASTER but not so cheap - 7300GT ddr3 or 7600GS
FAST but EXPENSIVE - 7600GT, 8600GT/GTS, 7900GS, X 1950 Pro and of course the MONSTER 8800GTX and Ultra.
The cheap card may not need a power supply upgrade. The faster cards would need a higher rated power supply.

This really depends upon the system you have, and the connector you have PC Express, PCI, AGP, ect... but generally speaking, get a card that's got 256Mb video RAM (VRAM) or better... look up the card you have (most likely it's a ATI or Nvidia) and get something just a bit better! That way the cost is down, but performance is improved...
A good way to check out your systems' specs, is going to the manufacturers website, and checking out the specifications! (if you don't already know)
You may also want to look at increasing your RAM, if you're having problems... again, don't go hog wild, just look at what you've got, and try to increase a bit RAM & Video Card are the two cheapest ways to improve overall performance, and lengthen the useful life of your PC.

for good gaming power at an affordable price i would suggest the EVGA GeForce 7600GT series. the cost Vs. performance is great for this card. the price usually stays around 100-120 dollars on newegg.com. its got 256 MB onboard memory and 560-580Mhz GPU. this is pretty fast for the price.
