Assuming you have Windows XP, are using Internet Explorer 6, and have made it full screen, press F11.

The blue thing (or TBT as it is commonly referred to) is accessed through a minute series of registry hacks and voodoo rituals which only the greatest of shaman monks posess the knowledge of. However, once TBT has been accessed you place it on top of the internet by editing its style sheet.
1) Change the z-index to "absolute top".
2) Change position to "balanced center".
3) Change the url to read url("http://www.topoftheinternet.com")
4) Reboot
