The Constitution establishes the qualifications for members of the House of Representatives and Senate.

* A Representative must be 25 years of age
* a citizen of the United States for at least seven years
* and a legal resident of the state which elects him.

"each representative must be at least twenty-five years old, must have been a citizen of the United States for the past seven years, and must be (at the time of the election) an inhabitant of the state they represent. It is not, however, required for the representative to live in the district they will represent."
