You get smarter by studying because if you study on test and get a good night sleep than on the test day than you have a 99% chance of getting the test all right.

The more you study, the more items (facts, opinions, etc.) you know and the more connections you can make between them. The more connections, the smarter you are because you can see how new things fit into patterns and you can solve problems you haven't encountered before because you can make partial parallels with previous examples and extend them.

being "smart" is just how fast you can remember facts quickly and accurately. studying just helps you remember the facts. learning better study habits will help you more.
