Not a new one. Thrift stores often have usable ones for less than $100. You can also get a one or two year old model for $100 or less from surplus dealers, recyclers and police auctions.
I have several computers, including a military spec ultra-rugged laptop and a tablet PC that I paid less that $100 for. For those that think youhave to have a $3000 computer... I laugh at them, because their new cutting edge hardware will be obsolete in 6 months and in two years they will sell it for $100 or less when they get the next $3000 computer.

Just the computer tower, or do you need a monitor, speakers, printer, etc... as well?
Your best bet if you want to hope for that kind of a miracle, and get an old junker at best for the price, is Ebay.

Look on www.craigslist.org under your city/area you might find a good used one. Otherwise you can place a wanted ad. Its free!
There are also some computer recyclers non-profits that sell refurbished computers. Look in the yellow pages under computer recycling. Good Luck!

if you dont need the monitor or speakers then you could get an alright one (new) for under $400 but its not going to do anything but internet surf and maybe wordprocess. but you would still need a monitor so you can see it. might go beg at a used computer store for thier throw outs might get enough parts to put one together.

If you do get one it will propably be pathetically slow with windows. You should have a look at puppy linux which would thrive with this grade of hardware.
