This depends on when the Cold War started. Most historians will answer Harry Truman, since he presided over the end of World War II, the start of the atomic age and arms race, and the first major Cold War military conflicts such as the Korean War. Truman was also president when NSC-68, the unofficial policy of containment, was adopted, and for creating the CIA and giving it covert operations ability, which played a huge role in future Cold War activities.

Some people, however, would say the Cold War could have started as early as 1918, when the Bolshevik Revolution established the Soviet Union. In that case, the president you are looking for would be Woodrow Wilson. Wilson sent American troops into Russia to fight in their civil war against the Bolsheviks, creating hostilities that remain to this day.

Straying from chronological order, still others could claim FDR was president at the start of the Cold War because he ruled during the bulk of World War II, and was the man to officially recognize the Soviet Union in 1933. FDR never trusted Stalin, and some could argue that the proceedings of the Yalta conference mark the real beginning of the Cold War. Yalta was when Stalin expressed interest in Eastern Europe and a Soviet buffer zone.

If you are in grade or high school, as I suspect you are, be safe and go with Truman. That is the easiest and most widely accepted answer, although arguments can be made for FDR and Wilson as well.
