To get the shinoh dex done? Yes, its easy to do.
To get the national dex seen and all 493 pokemon seen isn't an easy task, but you'll need to see all the pokemon in battle tower, mirgate pokemon, go through the areas opened up after you get the national dex and battle as many people as possible. Its veyr possible, but some will be tricker than others.

Catch every wild Pokemon in Pearl. (you only need one of each)
Migrate Pokemon to your Pearl from Ruby, Sapphire, Emarald, Leaf Green, and Fire Red.
Trade Pokemon with your Friends.
Use Wi-Fi Internet Connection and trade Pokemon over the Internet using the GTS (Global Trade Station).

catch every new pokemon you see. then trade the pokemon exclusive to dimond over to pearl. and get the manaphy egg from pokemon ranger, psypokes.com has a great list of where all the pokemon in the two games can be found.

Either get all the pokemon through WiFi connection, migrate pokemon from previous versions of pokemon, or trade with friends who has Diamond.
