How can i create a simple emergency lamp using one 12vdc CFL which switches it self on during Blackouts (using light detectors) ANd i Want a over charge and deep discharge protection for my 12V lead acid battery also specify the ballast circuit or atleast its sourse (i.e, from where can i get it)

Here is a light sensor circuit, or you could buy one. You would also need to disable it if there is no blackout.

To avoid overcharging just use a float charger.

Here is a battery discharge protector you would connect to the lamp.

You could start by learning a bit about electronics. Or you could pay someone to design and build it for you.

I guess it's really your choice ☺
