Look up Franking Privilege. In the US members of Congress and other elected officials are allowed x amount of $$$ in free US mailing to allow them to communicate with their constituents. This levels the playing field for all Congressmen (and women) in their ability to keep the voters informed.

A facsimile of their signature is printed on the envelope when the stamp would normally go. Franking started in the 17th century in the British House of Commons.

This is a myth according to the USPS if a letter does not contain the correct postage ($.41 at the moment) it will be returned to the return address.
