yes you can, you need to get a KVM a device that allows you to attach one keybaord, one mouse and one monitor to a number of different PC's. then you switch between them via a button on the front of the KVM.
you have to make sure you get the right one for your PCs; i.e usm or ps/2 mouse and keyboard.
otherwise you can use one PC as a master and get some remote control software like VNC or dameware etc to connect to a remote session on the slave PC, which then appears in a window on the master. you can also do this with windows remote desktop if you have the correct version of windows.

You can buy a 2 port KVM (keyboard-mouse-monitor switch), where you plug cables from the 2 PCs and the monitor to it. The switch has a button that switches back and forth between the 2 PCs, allowing you to access each PC. The KVM is sold in Ebay, just enter "2 port KVM". Make sure the KVM come with 2 cable bundles to plug in your PCs.

You should be able to use a KVM switch to share one monitor between 2 PCs. I use one at work for a Mac and a PC. Just do a search for KVM switch and you'll find lots of options.

The first thing I can think of is to use remote desktop from one pc to another (free, assuming you're using a current version of Windows) or to use a hardware kvm (keyboard/video/mouse) switch which toggles the input between the 2 computers.
There are probably other ways as well.

Yes. But you will need a KVM switch (or similiar). You can also share the same mouse and keyboard. KVM uses a pushbutton to toggle between PCs and there are ones that use the scroll key on the keyboard.

Yes you can. You either need a monitor that has two output cables - or a switchbox/splitter. The splitter will allow you to use pretty much any monitor in the world and you plug the DVI cable into the back of it and run two cables from it, one to each PC.

You kind of have this backwards - it is the PC that drives the monitor, not the monitor controlling the PC.
Basically it is like having two engines but only one speedometer - you can't display the information for both engines at the same time.
You could probably rig up the hard drive from one of the pcs as an external drive for the other pc - that way you could have access to the data/programs
