I was just wondering because we are learning about the democratic government and I was just curious to know what makes a society or government democratic?

What makes a society democratic is if it looks to itself for structure. "Of the People, by the People, for the People..." the People being those who comprise the population. However it is my opinion that a society or government can work without it being a democratic one. Many countries have hybrid types of goverments and societies, namely Socialist (France) and Communist (Cuba). Any form of government will work (for a period of time), as long as the population involved does not seek to change how it does "business." Most of the time we view governments that don't make its laws according to what the populace says, wants, or needs as negative or bad. Most "pack" animals in the natural world govern themselves through dominance and hierarchy.

Democracy is essential.

Majority rules. That is it. That is all you need, by definition, to be a democracy. How "majority rules" is defined varies, but if you have this, you are technically and officially a democracy.
