i want to send a package of 20 cds to my friend who lives in USA from INDIA . should he is forced to pay the custom taxes on it or there is any way that he can skip custom taxes on it.

Say that it has NVD (no commercial value) on the shipping and customs papers.
Have them listed as presents.

Sometimes though you just can't beat the tax man.

Bona fide gifts of up to $50 in value per day per recipient are admitted duty free. Break it up into several shipments if you wish to avoid any duty. Claiming NCV may not work if the package is inspected. Customs would probably set the value at around $15 per CD (typical US price for CDs) so 20 would be valued at $300. Break it up into smaller shipments and there won't be any duty. Ship one package every other day since multiple packages arriving at customs on the same day would be subject to aggregation, though they're not likely to catch that.
