start with hiring yourself out to do small tasks related to PHP and MySQL. Keep a copy of everything you do so you can build a portfolio.
As your portfolio grows, so will your jobs.......make a site you can set up to quickly show how it works, possibly on your own laptop using WAMP..........

You don't get "qualified" in PhP.
You don't get a job "in PhP".
It's like "I'll get a job in C or Visual Basic".
You get a job in "Programming" or "Web Designs".
That means that you must know at least some (programming) languages.
The most common are:
- assembler (at engineering level - chips)
- C/C++ for general programming (and excellent base for any other language, since the syntaxes are very similar)
- HTML and Javascript are the most common languages in Web Design. You have to add PhP (or Perl, more complicated) and MySQL (data-bases) if you want to be efficient.
These four go together, and you are not going to be a web designer without knowing them. You will also need some experience with front end programs, such as Photoshop (manipulating images), Flash (animations, video, sounds), or Dreamweaver (editor), VRML (more complex, for 3D imaging)...
At the last count, I "speak" 26 languages with over 40 years experience... and I still learning new tricks everyday.
But the web is here to stay and is still growing FAST. So, start learning!
Your best bet: make a small website for yourself, making sure your server runs PhP and MySQL, then play. That's how you get your "degree".

PHP definitely is a very popular server site scripting language. There are more and more people using it these days. I don't think you will need to be certified in PHP in order to get a job though.
