Gif is a type of picture format. Full form of GIF is---Graphic Interchange Format. Generally Gif images are animated ones (moving) but not all, with a transperent background...If you've a gif image (which is an animate one) you can create a wallpaper.

Are you talking about wallpaper for your desktop? .gif is a picture file that allows animation. Not all .gif's are animated though.
